FED:Roxon confident of support for plain packs

Health Minister NICOLA ROXON believes Labor's plain packaging push will pass parliament,
even if the coalition doesn't support the legislation which aims to cut smoking rates.

The government wants to force all cigarettes to be sold in olive-brown packs from the
middle of next year, in a world-first move.

The opposition says it will support the main enabling legislation, but not an associated
bill which aims to ensure plain packaging won't affect trademark owners ability to protect
their trademarks from use by other persons.

Ms ROXON says Opposition Leader TONY ABBOTT can't support one bill and not the other,
and she's confident both will get through the parliament without Mr ABBOTT'S help.

NSW:John Ibrahim's son 'not involved in fight'

A lawyer for the son of Sydney nightclub identity JOHN IBRAHIM says he was not involved
in an alleged fight over a car space .. and actually helped quell the violence.

DANIEL JON TAYLOR is charged with recklessly inflicting grievous bodily harm upon JOHN
PAORA in company .. outside Mr PAORA'S Woolloomooloo home last month.

IBRAHIM'S driver and the son of IBRAHIM'S bodyguard are also accused of the assault.

TAYLOR's lawyer told Sydney's Downing Centre Local Court today there's no evidence
the 20 year old was directly involved in the attack and .. if anything .. he helped bring
it to an end.

The men are due to reappear in court on June 8.

The Balfour Declaration. The Origins of the Arab-Israeli Conflict. By Jonathan Schneer. 432 pages. Random House. $30.
On Nov. 2, 1917, the British government expressed its sympathy with Jewish Zionist aspirations and announced that it would use its "best endeavors" to facilitate "the establishment in Palestine of a national home for the Jewish people." The announcement came in a letter from Foreign Secretary Arthur James Balfour to Lord Rothschild, the unofficial leader of the British Jewish community. The Balfour Declaration became the diplomatic foundation stone of the state of Israel; it is considered the original sin by Israel's opponents.

In this comprehensive study, richly documented by diplomatic correspondence, Jonathan Schneer concludes that the famous declaration seems to have just missed the sidetrack of history: in contrast to a common myth, Britain's support for Zionism was not the result of an inevitable process. In fact, as Mr. Schneer reveals, shortly after Balfour's promise to the Jews, the British government offered the Ottoman Empire the opportunity to keep Palestine and to continue to fly the Turkish flag over it.

Chaim Weizmann, the leading spokesman for Zionism in Britain, must have felt ill at ease when he entered the awesome corridors of power at the Foreign Office in Whitehall. A Russian-born chemist, he began to solicit support among the British soon after he settled in Manchester in 1904. He could hardly speak English in those days: his first contacts with British officials were conducted in French. But if he was taken aback by the snobbery and coolness that awaited him at Whitehall, he made sure to conceal his uneasiness, acting as if he commanded an almost omnipotent power: world Jewry. The British believed he did.

Obviously there was no "Jewish power" controlling world affairs, but Weizmann successfully pretended that the Jews were in fact turning the wheels of history. For once, the anti-Semitic image of the Jews proved useful -- they were believed to be so maliciously dangerous that one would do best to acquire them as allies rather than as enemies.

Beginning in 1916, the British hoped that in exchange for their support of Zionism "the Jews" would help to finance the growing expenses of the Great War, which at that time was not going very well for Britain. More important, policy makers in the Foreign Office believed that Jews could persuade the United States to join the war. In this sense, as Mr. Schneer points out, the decision to issue the Balfour Declaration "was based upon a misconception."

But fear of the Jews was only one part of the story. The other part, which Mr. Schneer neglects to explore, was the genuine admiration many of Britain's leaders, including Prime Minister David Lloyd George and Balfour himself, felt for the Jews and their history. These men were deeply religious Christian Zionists. They had grown up on the Bible; the Holy Land was their spiritual home. Modern Zionism, they believed, would fulfill a divine promise and resettle the Jews in the land of their ancient fathers.

As part of this context, Mr. Schneer expertly analyzes the passionate and fascinating controversy between non-Zionist and Zionist Jews that preceded the Balfour Declaration. The Zionists spoke in the name of Jewish nationhood; their Jewish opponents denied that Jews even constituted a separate nation.

The Balfour Declaration used deliberately vague language. The term "national home" was chosen in order to minimize the Zionist dream, that is, to make Palestine an actual Jewish state. The Arabs, whose "civil and religious" (not national and political) rights were not to be prejudiced, as the declaration put it, were referred to only as "existing non-Jewish communities."

According to Mr. Schneer, the Arabs were as invisible to the early Zionists as Africans had been to Boers in South Africa, or Native Americans to the French and English colonists in North America. But in fact, some of the first Zionists were well aware of the Arabs' vehement objection to their national aspirations. As early as 1899, Theodore Herzl himself, the father of political Zionism, corresponded with the Arab mayor of Jerusalem, Yusuf Dia al- Khalidi, who urged him to find a national home for the Jews somewhere else in the world. The Israeli-Palestinian conflict seems to have had its origins at the very beginning of Zionism.

Mr. Schneer details the correspondence between British officials and the Arabs, as well as a secret diplomatic scheme of 1916 known as the "Sykes-Picot Agreement," which would have partitioned much of the Ottoman Empire, including Palestine, between Britain and France. These initiatives have little significance today, except perhaps with regard to the Arab contention that the British had promised Palestine to the Arabs before they promised it to the Jews. Mr. Schneer suggests that the promises given to the Arabs were too vague and contradictory to evaluate.

The Balfour Declaration finds its place among a multitude of fruitless schemes and indulgent fantasies, except, of course, that in this case, surprisingly, the British by and large kept their word. For at least two decades they allowed the Zionist movement to bring hundreds of thousands of Jewish immigrants into Palestine, and these new arrivals set up hundreds of settlements including several towns, as well as the political, economic, military and cultural infrastructure of the future state of Israel. But if Israel's existence originated with the British, so did the Palestinians' tragedy. The Balfour Declaration was only the opening chapter of a still unfinished story.

Qld: Fatigue played part in ship grounding, report finds

Early indications are the 70-thousand tonne coal carrier that crashed into the Great
Barrier Reef on Easter was controlled by a dead-tired first mate.

An Australian Transport Safety Bureau report says the man had had about two and a half
hours of broken sleep in the previous 37 hours.

It's also been found he had never navigated in the waters before.

The fully laden Shen Neng 1 hit Douglas Shoal .. off the central Queensland coast ..

spilling about four tonnes of heavy fuel oil from its ruptured fuel tank and causing extensive
damage to the reef.

The captain of the vessel and the chief officer-on-watch have both been arrested and
charged over the accident and briefly faced Gladstone court yesterday.

The matter goes back to court in June.

Cannabis plants potentially worth two million dollars have been seized from a property
north-west of Sydney.

Police raided the rural property in Colo yesterday .. and allegedly discovered 500
mature plants and one thousand smaller plants .. as well as about 10 kilos in dried cannabis
leaf in a shed.

Almost 90 thousand dollars cash was also allegedly seized in the raid.

A 62-year-old man was arrested at the scene and will appear at Penrith Local Court today.

Vic: Vic can lead green jobs drive, forum told

MELBOURNE, April 24 AAP - Victoria should seize a chance to lead the world in green
jobs, a forum of business, government and other leaders has heard.

More than 25,000 new jobs could be created in five industries in Victoria while delivering
substantial cuts in greenhouse gas emissions, Environment Victoria says.

However, delegates at Friday's summit - Victoria, the Green Jobs State - also said
the green jobs goal would need focused planning and worker training.

Brotherhood of St Laurence executive director Tony Nicholson warned that new jobs would
not just emerge.

"New green jobs need to be supported through deliberate policy measures and improved
workforce training," Mr Nicholson said.

He added investment in green jobs should be expanded as part of state and federal economic
stimulus measures.

Victorian Employers Chamber of Commerce and Industry (VECCI) chief executive Wayne
Kayler-Thomson said the state should focus on building a tourist industry centred on high-yield,
low-volume custom.

"That's where tourism in the future will grow," Mr Kayler-Thomson said.

"We have protected our environment and we should protect it productively."

Mr Kayler-Thomson also called on employers and employees to "green their skills".

"We don't want to spend two to three years improving green skills. It should be done
quickly and delivered where they work," he added.

SA: Death of naked man on beach not suspicious: police

ADELAIDE, April 4 AAP - The death of man whose naked body was found washed up on an
Adelaide beach isn't suspicious, police say.

A post-mortem examination was carried out today on the body of the 38-year-old from
Taperoo in Adelaide's northwest.

The man's body was found at nearby Semaphore Park beach yesterday morning by a woman
walking her dog.

A police spokesman said the death wasn't suspicious, and a report was being prepared
for the state coroner.

SYDNEY, Dec 3 AAP - Two armed robberies and an attempted robbery in Sydney overnight
may be linked, police say.

Three men wearing balaclavas and gloves robbed a souvenir shop in Harris St at Pyrmont
at about 11pm (AEDT) yesterday.

The group, one armed with a firearm, threatened staff before leaving with cash and
other items, police said.

A short time later, four people in a silver Mercedes sedan pulled up outside a hotel
on First Avenue in Five Dock.

Three masked men, one armed, got out and kicked open the front door before leaving empty handed.

The incidents are believed to be linked to another armed robbery in which three masked
people, one armed, robbed a hotel in Hurlstone Park in Sydney's south-west.

The three threatened staff with a firearm, sledge hammer and baton before stealing cash.

The group drove from the scene in a silver car just before midnight.

The three offenders have been described as being of solid build and wearing balaclavas,
gloves and dark clothing.

SYDNEY, April 19 AAP - Marcus Einfeld lied to escape penalties for three separate traffic
offences, including one when he was a sitting judge in the Federal Court, it was alleged
today.

In Sydney's Downing Centre Local Court, Einfeld was accused of falsely nominating Professor
Nadine Levick as the driver at the time of a September 4, 1999, traffic offence.

It's alleged the statutory declaration, with the signature of a witness named Violetta
Benjamin, was made between September 4, 1999, and March 1, 2000.

Einfeld, of Woollahra, retired from the Federal Court in 2001.

He has been charged with 14 offences following a six-month investigation into allegations
that he misled a court to avoid paying a $77 speeding fine.

Today, he strode confidently into the Liverpool Street court without speaking to reporters
and took his place in the front of the public gallery.

The tall 68-year-old, dressed in a dark grey, pinstripe suit, appeared composed throughout
the brief hearing, at which his barrister, David Campbell SC said he would fight all 14
charges.

As he left the court, Einfeld had to battle a phalanx of reporters and photographers
to get to his car.

He jumped in the passenger's seat and was driven off by a young man who screeched the
car's tyres as he sped away.

The police investigation began after a speeding charge against Einfeld was dismissed
in the Downing Centre Local Court on August 7 last year after he said he had loaned his
car to an old friend, US-based academic Professor Teresa Brennan, whom he said had since
died.

Einfeld said he was in Forster, on the NSW north coast, at the time of the January 8 offence.

It later emerged that a Professor Teresa Brennan had died after a hit and run car accident
in the US in 2003 - three years before the speeding fine.

In documents lodged with the court, it was alleged Einfeld had falsely nominated another
two people - Prof Levick and a person named Tim Oliver - as the drivers responsible for
two other traffic offences.

In addition to the Prof Levick offence, it's further alleged Einfeld falsely nominated
Tim Oliver as the driver responsible for a November 29, 2003 offence.

The statutory declaration, made between November 29, 2003, and June 15, 2004, featured
the signature of a witness named Gillian Marks, the documents allege.

Police initially said Einfeld had been charged with 13 offences, however the additional
charge of hindering an investigation was included on court papers.

He has also been charged with three counts of perjury, six counts of perverting the
course of justice, two of making a false instrument and a further two of using a false
instrument.

Detectives with Strike Force Chanter, established in August 2006 to investigate the
so-called Einfeld excuse, also charged Angela Liati, 55, from Riverwood in Sydney's south.

Liati, who claims she did not personally know Einfeld, had told police she was in the
former judge's car with a woman named Teresa Brennan on the day it was caught speeding
on January 8 last year.

She also appeared in court today to face charges of perverting the course of justice
and hindering an investigation.

Liati arrived at court separately to Einfeld and did not enter a plea to the charges
when her matter was dealt with separately to that of the former judge.

Deputy Chief Magistrate Helen Syme adjourned both matters to June 21.

NSW: Bestiality charge droppped against Lismore woman

SYDNEY, Dec 18 AAP - A bestiality charge laid against a woman accused of engaging in
an indecent act with a horse has been dropped in a northern NSW court.

Tina Maree Watkins, 35, of Lismore, still faces a lesser charge of behaving in an offensive
manner, but Lismore Local Court was today told that it too may be withdrawn.

Police had alleged Watkins was behaving offensively with a horse in a paddock in a
residential area of Wilson Street, Lismore, on November 27.

Lismore Local Court was today told a psychiatric report would be carried out to assess
her eligibility to have the remaining charge dismissed under the Mental Health Act.

Magistrate Annette Sinclair granted the woman a continuation of her existing bail and
adjourned the matter to the same court on January 31.

SYDNEY, Aug 11 AAP - Convicted paedophile William Thomas Clare has been jailed for
at least 18 years and nine months for the rape and killing of a three-year-old boy in
his Sydney home.

Clare showed no emotion as Justice Michael Grove sentenced him to a maximum 25 years
for the September 2003 manslaughter of the toddler known as J.

Clare, 35, already is serving a 16-year sentence for raping the boys six-year-old sister.

"Words are really an insufficient medium to convey an appropriate condemnation of your
debauched behaviour," Justice Grove told Clare during sentencing in the NSW Supreme Court
today.

Justice Grove imposed a non parole period of 18 years and nine months for the manslaughter of J.

He also sentenced Clare to 14 years for the aggravated sexual assault of the three-year-old.

The sentences, to be served concurrently, will not begin until 2015 which is Clare's
earliest release date for the rape of the six-year-old girl.

He won't be eligible for parole until July 2033.

BRISBANE, April 5 AAP - A peak sugarcane group says moves to ensure workers stay in
cyclone-ravaged north Queensland remain a priority if the industry is to recover.

An initial assessment of Cyclone Larry's impact puts estimates of crop losses at greater
than 40 per cent in the Innisfail and Babinda areas, which were the hardest hit by the

Some growers are expected to lose more than 80 per cent of their crop, while damage
in the Gordonvale and Tully areas is expected to be up to 20 per cent, and the Tableland
up to 15 per cent.

Canegrowers general manager Ian Ballantyne said while priority issues affecting "life
and limb" are being addressed, relief efforts now need to focus on building a strong core
of workers to assist in the clean-up.

"The report calls for a labour force to help stem the long-term impacts of this catastrophic
event," he said today.

"We need to look at identification and retention of labour as a matter of priority
- there is no surplus labour on farms to assist in the recovery efforts."

Initial estimates from the insurance sector indicate that 70 per cent of farms suffered
structural damage to either residences or farm buildings in the Innisfail and Babinda
areas.

Damage to farm infrastructure in other areas was less, but still significant.

The report found that flattened and broken sugarcane will continue to grow, but harvesting
will be difficult, slower and more costly.

"While we can go some way towards estimating loss down the track, the real impact will
be brought home when harvesters get out in the paddock mid-year, and discover the amount
of debris in the field," Mr Ballantyne said.

The report praised the response and timeliness of the state and federal government's
response, describing it as "first-class".

It also praised the government's latest announcement of a jobs and training package,
which includes wage subsidies and tax-free grants.

"On top of the on-ground support, we are right behind the additional flexibility built
into the recovery loans announced by government yesterday," Mr Ballantyne said.

"It is this kind of foresight which will really help speed cyclone victims towards recovery."

MELBOURNE, Aug 4 AAP - Freezing conditions have hit Victoria, with snow falling north
of Melbourne just one day after spring-like weather.

Victoria Police have warned drivers to avoid snow-coated and icy sections of the Calder
Highway and Mount Macedon Road.

"We are recommending that unless people have urgent business or the correct car not
to go through that area," a police spokesman said.

"The roads aren't really safe at the moment."

Bureau of Meteorology senior forecaster Ward Rooney said rain around Mt Macedon would
fall as snow as temperatures were hovering about the zero-degree mark.

"All you need is the right sort of cold front with sufficiently cold air behind it
and you can get snow down to quite low levels," he said.

Mr Rooney said the weather had made a dramatic turnaround today on the back of yesterday's
cold front.

"Yesterday was quite spring-like, with temperatures in many places getting up into
the 20s, and today it's cold right through the state," he said.

The temperature in Melbourne at 10am (AEST) was 7.8 degrees celsius.

Australian Greens leader BOB BROWN has called for an independent body to make appointments.

He says it would be jobs for the boys to have someone so politically biased appointed
by the Howard government -- and Mr ALSTON would represent the 45 per cent of Australians
who voted for the government at the last election at best.

But Human Services Minister JOE HOCKEY says Mr ALSTON is well respected internationally,
and his appointment would be a great idea.

Residents want to keep newsletter.(News)

Rolling Meadows residents say they want to continue receiving the citys News & Views bimonthly newsletter, according to a recent survey, but most would not be willing to pick up a copy at city hall, the public works building, the library or the senior center if offered that alternative.

City officials decided to ask residents how much they value the newsletter after discussing its printing and mailing costs during fiscal year 2011 budget discussions.

The city would save about $13,800 if it were to make the newsletter electronic only.

About 16 percent of residents responded to the survey. Of those, 96.9 percent said they read the newsletter, and 73.5 percent said they still want a printed version sent to their homes.

"Over 1,500 households responded saying they wanted it," Alderman John DAstice said.

"To me, thats 1,537 households that said they read it and another 1,200 that said they want to keep it."

DAstice also noted that the newsletter might be the only accessible communication from the city for residents without television or Internet.

Because of the survey results, the city staff recommended that News & Views continue to be printed and mailed. However, a possible opt-out feature for residents will be discussed at a future meeting.

Competition in multi-channel supply chains.(Survey)

INTRODUCTION

Two strategies of market competition have been widely observed in SC systems. One strategy is price competition which is often defined as Bertrand competition in economics literature. The other is quantity competition which is typically defined as Cournot competition in economics. In price competition, prices are often compelled to marginal cost while in quantity competition positive price-cost margins are often achieved.

Distribution channel structure has been another major strategic concern for SC system. Many distribution channels have been observed ranging from traditional retail channel to the direct sales model and the clicks-and-mortar channel (Gap/Gap.com, Staples/Staples.com etc.). The contracting arrangement between a manufacturer and a retailer also varies from channel to channel. Some manufacturers use an exclusive arrangement with a retailer while others use multiple channels. The direct channel is a vertically integrated channel often controlled by a manufacturer (Dell, for example).

The efficiency of a decentralized SC system is defined as the ratio of its total equilibrium profit to the optimal profit of the centralized system. The objective of this paper is to study the disparity of SC efficiencies between price competition and quantity competition. To that end, consider two substitutable products, produced either by a single manufacturer or by two manufacturers. The products are sold through utmost two retailers. Within this framework, consider different SC arrangements ranging from a centralized configuration to several decentralized multi-channel ones. The decentralized configurations include the single retailer channel (two manufacturers, each producing one product; both sell their products through a single retailer), the single manufacturer channel (one manufacturer, two retailers), and the exclusive channel (two manufacturers and two retailers; each manufacturer sells through only one retailer and each retailer carry only one product). This paper is intended to answer the following questions. Does price competition result in the same efficiencies for SC configurations as quantity competition? Is one competition strategy always superior to the other one? How does product substitutability affect competition strategies?

Many of the channel arrangements described above are observed in practice. The factory outlets and the direct distribution channels are the typical examples of centralized SC between a manufacturer and a retailer. The exclusive channel is most often observed in manufacturer-distributor relationships in various industries ranging from chemicals and paper to appliances and Beer. For example, Hercules Inc. is the exclusive distributor for GE Specialty Materials' water treatment solutions to the paper industry (Challener, 2003); Diego Suarez is the exclusive distributor of Coors brand of beers in Puerto Rico (Allio & Allio, 2002). The Wall Street Journal (October 28, 2003) reports that Estee Lauder has created a new company division, called BeautyBank, to develop cosmetic products exclusively for Kohl's (Merrick & Beatty, 2003). Different auto makers often sell vehicles through a single dealer in smaller cities, giving rise to a distribution channel similar to the single retailer channel noted above. Wu et al. (2009 & 2010) have used similar SC configurations in their study.

This paper compares and contrasts price and quantity competition strategies in these decentralized SCs, and studies how the differences between the two strategies change with the degree of substitutability.

LITERATURE REVIEW

SC structure, conflict and coordination have been extensively studied in operations literature. The majority of the works assume a single manufacturer and a single retailer. The typical approach is to study the source of inefficiency (often related to double marginalization), and mechanisms for achieving coordination. Cachon (2001) provides a review of this stream of literature. The channel conflict literature typically considers the scenario where the manufacturer is simultaneously a supplier to and competitor of its retail partners(s). Chiang et al. (2003) consider whether a single manufacturer should sell exclusively through a retailer, direct over the Internet, or through a hybrid channel. Their key finding is that the manufacturer may use a direct channel as a way to combat double marginalization in the retail channel. Ahn et al. (2002) consider the competition between independent retailers and manufacturer-owned stores where parties compete in price. The manufacturer sells an identical product through two spatially separated markets. Tsay and Agarwal (2002) provide a review in modeling channel conflict and coordination. This stream of literature typically considers a single manufacturer selling identical products, whereas our work considers multiple manufacturers selling substitutable products.

Existing comparative work of price and quantity competitions is fruitful in the field of Economics and Supply Chain Management. Singh and Vives (1984) show that in a duopoly game with linear demand and constant marginal cost, firms should employ quantity competition strategy if products are substitutable and take price competition strategy if products are well differentiated. Cheng (1985) studies the equilibrium outcomes of price and quantity competitions with differentiated products and finds that quantity competition is superior to price competition under certain assumptions. There are other studies that show preference to price competition. For example, Amir and Jin (2001) provide support to the result that Bertrand equilibrium is intrinsically more competitive than Cournot equilibrium in an oligopoly model with linear demand, and a mixture of substitute and complementary products under some limitations. On the other hand, Miller and Pazgal (2001) demonstrate the equivalence result in a two-stage differentiated-products oligopoly model under certain assumptions.

The third stream of literature related to our work is product substitutability which has also been studied extensively in both Operations and Marketing literature. In Operations, for instance, Boyaci (2003) considers a multi-channel distribution system in presence of both vertical and horizontal competition. He concludes that there is a tendency for both manufacturer and retailer to overstock due to substitutability. In Marketing, Raju et al. (1995) consider the introduction and performance of store brands vis-a-vis a national brand. Mahajan and van Ryzin (1999) provide a comprehensive survey of research on demand substitutability. However, these studies take the SC structure as given and do not address the issue of SC efficiency. Our work differs from these studies by quantifying SC efficiency.

MODELS

Consider multi-channel distribution systems for two substitutable products, denoted by 1 and 2. The products reach the end consumer through a two-echelon SC involving manufacturer(s) and retailer(s). Multi-channel systems studied in this paper involve utmost two manufacturers and utmost two retailers. The manufacturers are denoted by [M.sup.1] and [M.sup.2] (or by M, if there is only one manufacturer), while the retailers will be denoted by [R.sup.1] and [R.sup.2] (or by R, if there is only one retailer) respectively. Vertical competition is introduced by considering decentralized decisions made within the channels; while, the horizontal competition is introduced by substitutable products. Several different multi-channel distribution systems are considered. Figures 1(a) and 1(b) schematically describe these configurations. The configurations in Figure 1(a) involve either one manufacturer or one retailer, while the configurations in Figure 1(b) involve two manufacturers and two retailers.

The centralized system (denoted as C) is a fully integrated system where a single manufacturer produces both products and sells them through an integrated channel. It yields the highest system profit and serves as a benchmark for the decentralized systems. Figure 1(a) describes three decentralized systems. The decentralized single manufacturer single retailer system (denoted as DS) involves one manufacturer producing both products and selling them through a single retailer. The retailer makes stocking decisions of the two products independent of the manufacturer. A single manufacturer system (denoted as SM) involves one manufacturer and two retailers. The sole manufacturer produces both products and sells each product exclusively through one independent retailer. Under a single retailer system (denoted as SR), there are two manufacturers, each producing one product. The manufacturers sell their products through a single retailer who makes the stocking decisions of each product in its own interest.

Figure 1(b) describes three decentralized multi-channel distribution systems, each involving two manufacturers and two retailers. Under a partially centralized system (denoted as PC), [M.sub.1] sells its product exclusively through [R.sub.1] while [M.sub.2] sells its products exclusively through [R.sub.2]. In addition, each of the two competing manufacturer-retailer pair is centralized (or vertically integrated) and the stocking decision within each pair is coordinated. However, there exists horizontal coordination between the two channels. Under a minimally coordinated system (denoted as MC) [M.sub.1] sells its product exclusively through [R.sub.1], and [M.sub.2] sells its products exclusively through [R.sub.2]. In addition, only one of the two vertical channels is coordinated. Assume, without loss of generality, that [M.sub.1] and [R.sub.1] are coordinated, while the other manufacturer-retailer pair is not. An exclusive system (denoted as E) is similar to the PC and MC systems except that none of the two manufacturer-retailer pairs is coordinated. Thus, under an exclusive system, [M.sub.1] sells its product exclusively through [R.sub.1], [M.sub.2] sells its products exclusively through [R.sub.2], and all parties make decisions in self-interest. It is easy to see that the degree of coordination goes down as moving from PC to MC to E.

Without loss of generality, we assume the common marginal production cost for each product is 0. No fixed cost of production is considered and the production and delivery are assumed to be instantaneous. The manufacturers produce as retailers' orders under a wholesale price contract. Let [w.sub.1] and [w.sub.2] be the wholesale prices and [q.sub.1] and [q.sub.2] be the demand of products 1 and 2 respectively. The retailer(s) set the retail prices, denoted by [p.sub.1] and [p.sub.2] respectively. We model the horizontal competition between two channels under both price and quantity competitions.

Price competition model:

The horizontal competition between the products is captured by making the demand of a product sensitive to the prices of both products. The products are perfectly differentiated when

[theta] = 0. The products are nearly identical as [theta] approaches infinity.

Quantity competition model:

where [alpha], [beta], and [gamma] are parameters.

The horizontal competition between the products is captured by making the price of a product sensitive to the available quantities of both products. In particular, the products are perfectly substitutable when [gamma] = [beta]; and are perfectly differentiated when [gamma] = 0. The condition [gamma] [less than or equal to] [beta] implies that the demand of a product is more sensitive to its own price rather than the price of the competing product.

These types of demand functions are standard in economics and marketing literature modeling product substitutability (Gal-Or, 1991; Raju et al., 1995). Moreover, Lee and Staelin (2000) show that a linear demand function involving substitutable products is indeed consistent with reasonable buyer behavior and market characteristics.

[pi], with subscripts and superscripts, is used to denote profit. A subscript of "M" or "R" is used to refer to a manufacturer or a retailer respectively. Superscripts are used to denote a specific SC configuration. Thus, [MATHEMATICAL EXPRESSION NOT REPRODUCIBLE IN ASCII] denotes the profit of retailer i under an exclusive system.

The notation j denotes an index on the SC configurations under consideration. Clearly, j = C, DS, SM, SR, PC, MC, E. The total SC profit (i.e. the sum of the profits of retailer(s) and manufacturer(s)) under configuration j will be denoted as [[pi].sup.j] (no subscripts).

The centralized system yields the highest profit and serves as a benchmark for the decentralized systems noted earlier. The profit maximization problem of a centralized system is:

For the reasons of brevity, among the decentralized SC configurations only the single retailer (SR) system is described here. The rest will have similar formulations. Under a single retailer system, both manufacturers sell their products through a single retailer. The profit maximization problem of the retailer is:

The two manufacturers select their wholesale prices by solving the following problems.

The equilibrium wholesale prices [w.sup.*.sub.1] and [w.sup.*.sub.2] can be found by solving the 1st-order conditions given by (6). Once [w.sup.*.sub.1] and [w.sup.*.sub.2] are known, the equilibrium prices, quantities, and profits as well as the total profit can be calculated accordingly under both price and quantity competitions. Similarly, we can solve for the equilibrium prices, quantities, and profits for the other decentralized SC configurations.

Since our focus is efficiencies of SC configurations, only the equilibrium profits are summarized in Table 1.

RESULTS AND ANALYSIS

This section compares and contrasts the efficiencies of SC configurations under price competition with those under quantity competition and also examines the effects of product substitutability on the comparison. Under quantity competition, the relative magnitudes of the parameters [beta] and [gamma] determine the degree of substitutability between the two products. The product substitutability can be parameterized by defining [lambda] = [gamma] / [beta]. Since [beta] [greater than or equal to] [gamma], 0 [less than or equal to] [lambda] [less than or equal to] 1. Recall that the efficiency of decentralized SC j is defined as the ratio of equilibrium total SC profit under configuration j to that of the centralized SC; i.e., [R.sup.j] = [[pi].sup.j*] / [[pi].sup.c*], [for all]j. Given that the centralized system yields the highest system profit, 0 [less than or equal to] [R.sup.j] [less than or equal to] 1, [for all]j.

Table 2 summarizes the efficiency for each SC configuration under different horizontal competition.

Let [lambda]' = 1 - [e.sup.-[theta]]. Hence [lambda]'[member of] [0,1] and [theta] = -ln(l - [lambda]'). Now product substitutability under price competition is rescaled from [0, [infinity]] to [0, 1] and captured by [lambda]'.

Among all SC configurations, C and DS have the same efficiencies. Figure 2 (a)-(e) compare the efficiencies of other configurations under price and quantity competitions.

Theorem.

(i) Price and quantity competitions are equivalent only if the two products are perfectly differentiated.

(ii) Neither price competition nor quantity competition is a dominant strategy.

(iii) As the product substitutability increases, a large difference of the efficiencies between price and quantity competition is observed (except when the two products are almost identical).

Comparing price with quantity competition analytically, we find the same efficiency is achieved for each configuration only when [lambda] = [lambda]' = 0. So the two competitions are never equivalent if the two products are not perfectly differentiated.

It is easy to see that quantity competition is not always better in terms of higher efficiency for SC configurations. Neither is price competition. Actually in SM and E SC configurations, price competition almost always yields higher efficiency (except when the two products are almost identical in E SC configuration) while in SR, PC, and MC configurations, quantity competition always yields higher efficiency.

It is also interesting to notice that as the product substitutability increases, the difference between quantity and price competitions increases too (except when the two products are almost identical in SR and E SC configurations).

SUMMARY AND CONCLUSION

Multi-channel distribution systems with differing channel configurations are widely observed in practice. This paper studies price and quantity competitions of dual-channel-dualechelon SC systems. Six decentralized SC configurations with different degree of horizontal and vertical integration were discussed. We compare and contrast the equilibrium SC efficiencies of different SC structures under price with those under quantity competition.

The most important contributions of this paper are that price competition and quantity competition are not equivalent, and that neither of them is a dominant strategy for the SC configuration systems discussed in this paper.

Another important finding is that for each dual-channel (either two retailers or two manufacturers or both) SC configuration the difference of efficiencies under price and quantity competitions increases with increased product substitutability.

The metrics used in this paper for comparison is the efficiency of SC configurations. It will be interesting to examine what will be the results if other metrics are used, such as price. It will also be interesting, although difficult, to investigate the comparison using more complex SC configurations, such as SC systems with more than two echelons or with more than two manufacturers/retailers. If SC systems of three or more echelons are considered, the tractability of the resulting analytic models significantly decreases. Another extension we consider pursuing is to relax the assumption in this paper that the demand functions of two retailers are symmetric. It will be very intriguing to see how sensitive the results in this article are to the changes in the demand function structures.
